My take is that the quoted line is NOT a license restriction on the source code. The use might be limited by the property rights of Beckhoff Automation GmbH. It is of course limited by lots of other rights. For example, it may not be used in violation of assorted patents. My understanding is that certain technology used in etherCAT slaves is patented, but the masters are not.
