If it's a header file that it should be possible to include from a program or HAL component that lives outside the linuxcnc source tree, it should be listed there. If not (because it pertains to a private interface), then it need not be. The files in this list are eventually installed by "make install" / included in the -dev.deb package.
I see that tc.h / tp.h are in this list but I don't think they include what we would think of as "public APIs".
