I don't think that is quite fair.
There is some resistance to the iocontrol hack that hard-codes the
behaviour. (And there are reasons not to like the Fanuc way, too, it
is incompatible with the tooldatabase schema that we hacked out last
year)

Chris recently proposed a new variant of G43 that would allow one to
configure a Fanuc-like toolchange by remapping the T-word, which I
feel might be a better solution.

I was expecting to remove tool handling out of iocontrol altogether
and make it a loadable HAL module, but that was on hold awaiting an
NML replacement that could be "seen" by userspace HAL Python modules.
And that hasn't happened (and might not)
