Is there a reason that outputs don't just win?
By all means take the first input pin as setting the signal, otherwise
default-true enables can't work. But if the net has an output pin, I
think that should set the signal.

What happens with two+ input pins in the net and no output? No idea,
but that's a pretty silly net.
