I disagree. It is perfectly acceptable to leave input pins unconnected
in HAL. They may then either take their default value, or be set
one-time with a setp command.
(For example, impossible combinations on a big mux)

It is also quite common to have the value of a pin or signal set from
a script called from a user M-code.
