The release manager has last say on what can't be added. Assuming your 'GUI' changes are VCP changes (not say AXIS changes) , then it sounds fine to add. plasmac is a stand alone component so is fine to add.
If you don't get a negative response from Moses soon, I think you can safely assume it's ok. I have modified the GUIs so that none of the reverse run widgets show if the LinuxCNC version is less than 2.9. Is it feasible to put plasmac in 2.8?
