This patch will fix 32-bit overflow in general, separate from the
64-bit int work.
(ie, it fixes https://github.com/LinuxCNC/linuxcnc/issues/2331, which
is an enabler for https://github.com/LinuxCNC/linuxcnc/issues/3286 but
the former needs doing anyway for spindle encoders (it's unlikely that
any axis encoders accumulate that many counts, though it might be
possible for a continuous-feed saw or belt-based printer))
