Strange, Thats plain vanilla Debian so I've done nothing   to it and its always 
worked for me.
Here in Australia that takes you to a selection for the state which sets the 
clock timezone.
Perhaps you have an invalid selection for locale, country or keyboard that's 
confusing it.
What are your settings?
