Sorry, I forgot to mention I'm using EN61010-1 "Safety requirements
for electrical equipment for measurement, control, and laboratory use"
as my low voltage directive test standard. (We make cable testers).
It says "symbols must be in compliance with IEC-27." but then there is
a table that says the caution symbol is "black on yellow."
No other equipment that I can see (scopes, meters, spectrum analyzers)
use black on yellow. They all use whatever label colors they have
available.

You may be starting in the wrong place. Look at the standard under which
you are certifying the product. Does it, or the other standards that it
references, specifiy the color of warnings? For example, EN60950 does
not, but the component specification for lasers, EN 60825-1, does call
out for specific colors for some warnings. As far as EN60950 is
concerned, I am unaware of any other need for colored warnings.
