Well, I was finally able to solve my own problem. Here is the situation. BSI has published A3 but they have not yet incorporated it into the main document. So, 1992 is the latest publication date of the main standard. Now here is where it gets strange. BSI's version of A3 is ammendement "9100". BSI standards can be ordered through the British American Chamber of Commerce in CA. [(415) 296-8645] using a credit card. They will fax the order to BSI. A3 costs $156.

ANSI does't have it, and Gobal want's over $700 for it . The ammendment says the DOP was 1/1/96, but BSI claims that their last revision was published in 1992. Huh? CENELEC published A3 in Oct 1995, but it is only includes the modification to the IEC ammedment. That means I have to juggle three documents!
