Steve, 

 There was a guy who worked there from 1982-1991 who developed a 
pretty good telco lightning suppression circuit (for 6KV 600A 1uS/50uS 
- and fully-functional afterwards!).  I expect this would hold up well 
to K.21 too.  Look back through some old designs with my name on them.
