That's France's Certification Mark. 
One place that you can find a list of certification marks is in Panel 
Components Corp catalog, and another is in Appendix A of the UL procedure 
covering ITE. 

In my opinion, the certification mark from one agency attests that the unit 
bearing the mark has been evaluated to the applicable standard by a competent 
certifying agency. Since compliance to the applicable standard has been 
demonstrated once, I think that it does not need to be demonstrated again to a 
different agency and that it does not have to have more than one mark for me 
to, in good conscience,  accept that unit in my CE marked product. A long 
winded way of saying that one mark is enough for me.

We are trying to source an approved female 2-hole Schuko socket (not a plug) 
for assembly onto a power cord.  Our purchasing people have found one they 
want to use, but the only approval mark on it is a highly stylized "NF USE" 
(the "NF" appears above a large "S" with the "U" and the "E" cupped inside 
the letter "S").

Does anyone know what agency (if it is an agency) this mark is from?

We are using this socket on a product which will require CE marking.  Am I 
right that the minimum I need is one agency approval from a European safety 
agency (TUV, Semko, et al)?  Does this "NF USE" mark give me what I need?
