In paragraph 2.1 of the '96 EC guidelines on the application of the EMC   
directive, it is stated that the term "placing on the market" applies   
only to new products manufactured within the Community or only new or   
used products imported from a third country.

I interpret this to mean that existing products and product lines that   
have been "placed on the market" and "put into service" prior to 1   
January 1996 do not need to meet the EMC directive.  Is my interpretation   
correct?  Are there parallels in other directives such as the LVD?  Could   
it be that CE marking itself only applies to new products.  What is   
actually practiced by the EC countries to verify compliance with the New   
Approach Directives?
