Concerning Europe : There is not such a thing like a Power Level under which you don't need a Type Approval. You need a Type Approval per country for each type of radio equipment. Most European countries (and sometimes even outside Europe) have implemented the ETSI standards. Most ETSI Radio standards (often called as product standards) are no harmonised standards and therefore require a type approval per country. ETSI EMC standards are (intended to become) Harmonised standards. You may select one Notified Body to get your CE-Type Examination Certificate. (route 10.5 of the directive) Type Testing need to be done in a accredited test lab (read : Test Lab within the EC) So for each type of radio product you have an ETSI Product (radio) Standard and and in most cases a product specific ETSI EMC standard. In the absence of a product specific EMC standard the generic EMC standard for radio equipment prETS 300.339 is applicable. Some Notified Bodies even accept a test report in accordance with the generic EMC standards (EN 50081/82) as the prETS 300.339 is not a final, approved and harmonised standard.
