Some anodizing is so tough I doubt if a star washer could cut through it
(got a box like that once from Philips Electronics, NL) therefore I
would not count on it being a reliable connection even if it showed
continuity.
If they have their hearts set on a bolt with nuts, simply mask off a
ring around the mounting hole, the star washer will always cut through
that thin layer of oxide.
