Wouldn't be OK to rely upon the star washer if production had 100% ground continuity testing at the same time that hipot is performed?

We have a product coming up in which it has been proposed the PE Ground be terminated through an anodized coating by a bolt, `star washer' and nut clamping onto a channel. I disagreed. I feel for PE to be `reliably connected' ( UL1950 Sec. 2.5) would require a stud or a threaded hole cut after the anodizing into which a screw terminating the PE ground lug would be installed. What is the considered opinion of the group of termingating PE to an anodized (nonconductive) metal with a `star washer'? Best regards, Terry J.
