I suggest you reference IEC 1010, Safety Requirements for Electrical Equipment for Measurement, Control, and Laboratory Use. Clause 12.5.1 indicates that equipment shall not produce a sound pressure level above 85 dbA when measured both at the operator's position and at 1 meter from the position with the highest sound pressure. I have been away from IEC 601.1 (Medical Electrical Equipment) for awhile, but my last recollection is that requirements were under consideration only and currently not included in the standard.
