This is just a comment. Anything above 2 V (two volt) is interesting. One should not forget the limits on energy hazards. IEC950 (and EN 60 950) stipulates (in section 2.1.5) "there shall be no energy hazard in operator access areas". Energy hazard is defined as more than 20 J or more than 240 VA at a potential of 2 V (two volt) or more (in section 1.2.8.7).
