The harmonized European EN60950 standard for safety of information
technology equipment (computers, etc.) in section 2.3 specifies the
following:
2.3.1 SELV CIRCUITS shall exhibit voltages safe to touch both under
normal operating conditions and after a single fault, such as break-
down of a layer of BASIC INSULATION or failure of a single component.
2.3.2 In a single SELV CIRCUIT or in interconnected SELV CIRCUITS,
the voltage between any two parts of the SELV CIRCUIT or CIRCUITS and,
for CLASS I Equipment, between any one such part and the equipment
protective earthing terminal, shall not exceed 42.4 V peak, or 60 V
dc, under normal operating conditions.
You might also want to check IEC 364 since the SELV definition differs
from the term SELV CIRCUIT as defined in IEC/EN60 950 standards.

Hello,
I am looking for any reference(most likely European) which stipulate
24Vac as a maximum touchable/safe voltage. I have found some references in
regards to 24Vac as a max. in wet or damp locations in mines and quarries(UK
regs.) but have been unsuccessful in finding this limit stipulated in regards
to electrical safety under normal conditions.
