HI Robert is right. Under certain circumstances you do not have to CE Mark a product. This would be the case if the product is not "put into circulation" (sorry for the bad translation of "Inverkehrbringen") in Europe.
Robert would have this case if the facility in The Netherlands has a "customs warehouse" which is "outside Europe" from the customs point of view.
