I was told by CSA a couple of years ago that 100% hi-pot testing on the line 
is required ONLY IF IT IS CALLED OUT IN THE CERTIFICATION REPORT. In years 
past, they did require it on almost everything - and it was called out in 
the report. More recently, probably about 1993, CSA  made this optional 
under some set of engineering guidelines - so not all newer reports require 
it.
This test is typically using Vrms, not impulse.  Most manufacturers I am 
aware of use Vrms on the production line because it uses cheaper, more 
available equipment. Also the cycle time of the impulse tester, and the 
requirement for multiple hits in each polarity makes it generally unsuitable 
for high volume, automated production lines.
Whether a manufacturer actually tests 100% on the line varies by the 
product,  whether automated or manual and customer requirements. In general 
terms, we 100% hi-pot test all products using Vrms at least as high as the 
agency requirements - often higher due to major customer demands. Input to 
output (coil to contacts) and between poles in a multi-pole devices are 
 tested - maybe not at the same potential. Less common is a hi-pot test 
across open contacts - but some customers and European agencies require it 
in certain cases.

Art Michael asked on April 30th if Hipot testing is a Routine Test or a
Type Test and to my surprise nobody responded in 3 days.
 As far as I know only CSA mandates routine test but every country
continues with the old tradition of production line hipot test.

My questions regarding this:

What is the present / future CSA position?

IEC 1010 states that all safety tests are type tests, including
dielectric strength. How many of the emc-forum participants do
routine test?

Most dimensioning is based on impulse test but very few sites are
doing it. Why?
