Art Michael asked on April 30th if Hipot testing is a Routine Test or a 
Type Test and to my surprise nobody responded in 3 days.
 As far as I know only CSA mandates routine test but every country 
continues with the old tradition of production line hipot test. 

My questions regarding this:

What is the present / future CSA position?

IEC 1010 states that all safety tests are type tests, including 
dielectric strength. How many of the emc-forum participants do 
routine test?

Most dimensioning is based on impulse test but very few sites are 
doing it. Why?
