The Aussie C-tick mark is described in a number of documents published
by the Spectrum Management Agency (SMA, Aussie govt agency), notably:
Radiocommunications Compliance and Labelling
Information to Manufacturers and Importers of Radiocommunications
Equipment for the Australian Market

EMC FRAMEWORK: Information for Retailers

Although there is no explicit mention that confirms the applicability of
the C-tick mark for New Zealand (in the docs I have):
- the C-tick mark must be used on products marketed within the Australian
market to indicate someone has taken responsibility for the EM
characteristics.
- referenced EMC standards (e.g. AS/NZS 3548) are joint Australian/New
Zealand standards
- In describing the use of the C-tick mark, products manufactured
outside Austrlia or New Zealand and marketed there are considered to be
imported.
