The Aussie C-tick mark is described in a number of documents published
by the Spectrum Management Agency (SMA, Aussie govt agency), notably:
   Radiocommunications Compliance and Labelling
Information to Manufacturers and Importers of Radiocommunications
   Equipment for the Australian Market

   and

   EMC FRAMEWORK: Information for Retailers

You can request a copy of these docs from the SMA by writing to:
   Radiocommunications Standards Team
   Business Directions Group
   Spectrum Management Agency
   P.O. Box 78, Belconnen ACT 2616
   Australia

or by phone at: (06) 256 5451 (check the country code)
           fax at: (06) 253 2424

Although there is no explicit mention that confirms the applicability of
the C-tick mark for New Zealand (in the docs I have):
  - the C-tick mark must be used on products marketed within the Australian
market to indicate someone has taken responsibility for the EM
    characteristics.
  - referenced EMC standards (e.g. AS/NZS 3548) are joint Australian/New
    Zealand standards
  - In describing the use of the C-tick mark, products manufactured
outside Austrlia or New Zealand and marketed there are considered to be
    imported.
For clarification, I suggest you contact the SMA directly. Better still,
check out their website at:
http://www.sma.gov.au/
