According to the "Information for Suppliers July 1995" booklet produced
by SMA it seems the converse is true. If your route to compliance is
based purely on testing to standards then the test house MUST be NATA
accredited or have a recognition agreement with NATA (most probably
through a national regulatory agency). If you choose the TCF route then
the TCF has to be evaluated by a competent body which is recognized by
SMA (on tha advice of NATA). The names of these competant bodies will be
published in the Commonwealth Journal.

Actually, I have another undated copy of the same book which says the
test house SHOULD be NATA accredited. I don't know which copy takes
precedence but there is a difference between a should condition and a
must condition.
However, in the event of any dispute regarding EMC compliance the
product is tested at a NATA lab so it looks like a safer bet to either
use a NATA lab or one that NATA recognizes
