I am sure the draft was published with the best of intentions, but it is 
necessary to try to judge carefully when to publish such drafts - 
balancing the need for consultation and gathering of intelligent comment 
against the risk of distraction arising from early drafts which are 
likely to change substantially.

In this case, I must concur very strongly with John Woodgate's "health 
warning".
