I have been struggling with the requirements for CE mark of a "Protective 
Relay" product line for both the EMC and LV directives.

Here are the particulars:

There is a product family standard EN 60255 (supposedly) published 1993.  
Until recently I thought that a document with EN (not pr EN) and with a 
publish date was "harmonized".  
After some discovery effort I have found the concept of a standard being 
"Harmonized relative to a directive".  For the EMC directive I understand 
this to mean approved by CENELEC  and published in the OJ.  
I assume there is something similar for the LV directive.

Relative to my product family standard, It has an EMC section based upon 
IEC 255.-22-X  (X=1,2,3,4) for EMC immunity constraints.  They are based on 
801.X documents and add details important for protective relays.  
Demko, a competent body related to UL, tells me that this family standard 
is not harmonized relative to the EMC directive and that I should use the 
Generic EMC standards instead.  Sounds good but I need something to stand 
on.

Up on the internet mostly through rcic.com I have found some supporting 
evidence to this whole idea of a standard being harmonized to a directive 
and have found several lists stating published dates for EMC and LVD.   

None of the lists have EN60255 "harmonized" for EMC.  However I have found 
some conflicts relative to the LVD.  A NEMA publication (1995) shows 
EN60255 listed under LVD while I*M has a list for harmonized directives 
that does not include it. (http://www2.echo.lu/nasd/).

My boss and I are  hoping to resolve these issues down to a fundamental 
reference.  
Does the OJ publish a list for the different directives?  

Any guidance you may be able to share would be most appreciated!!!!
