There is not Class C limit. I can suggest two possibilities: 1) Subpart C of part 15 covers intentional radiators 2) The old VDE standard had a Class C limit for measuring at the installation site. The only reference I could find in this regard is 15.31(d) which covers measurements at the installation site.
