What if the interlock circuitry was designed that if it fails, it fails in  a 
safe way?
For example, if a short takes place, a fuse could blow.  Lack of current or 
voltage could be detected. Power to the laser or mechanical hazard would then be
interrupted.  Feedback path would have to be quick to avoid a hazard.
