In my opinion, if this is truly outside the scope of OSHA, the one who holds jurisdiction over electrical equipment installed/used in such a place as a sewer would be the one who owns it and is responsible for maintenance of that system. How big in size is the pipe? Will a human extremity fit into the pipe? Based on the answers to these questions may focus your query a little better.
