OSHA applies to employers and employees, not necessarily to a specific
workplace.  A specific workplace is affected only when a standard is
promulgated under the Act.

Here is what the Act says:

U.S.C. TITLE 29 - LABOR 
CHAPTER 15 - OCCUPATIONAL SAFETY AND HEALTH 

 654. Duties of employers and employees 

     (a) Each employer - 

         (1) shall furnish to each of his employees employment and a
         place of employment which are free from recognized hazards that
         are causing or are likely to cause death or serious physical
         harm to his employees;

         (2) shall comply with occupational safety and health standards
         promulgated under this chapter.

     (b) Each employee shall comply with occupational safety and health
         standards and all rules, regulations, and orders issued
         pursuant to this chapter which are applicable to his own
         actions and conduct.

Note there is no reference to "workplace."

While OSHA may not have "jurisdiction" over a pipeline, OSHA does have
jurisdiction over the employer and the employee who are working on (or
in) the pipeline.

OSHA has promulgated workplace standards for electrical installations
and electrical products used by the employee in his job.  These
standards are spelled out in Subpart S.  They apply equally to an office
and to a pipeline (or sewer).

I strongly recommend those involved in electrical safety be familiar
with the provisions and standards of Subpart S.  You can find Subpart S
