     Section D.1.1 of annex D defines the "working voltage" as "the 
     highest r.m.s. value of the a.c or d.c. voltage which may occur 
     (locally) across any insulation at RATED supply voltage, transients 
     being disregarded".  This would mean that if the two voltages were 
     in phase (unless they are from different taps of a transformer - 
     this should be verified) the highest r.m.s. value would be 450 - 
     150 or 300 Vrms.  Obviously if the voltages are 180 degrees out of 
     phase, the values would sum to 600 Vrms.  I would suggest using a 
     good multimeter with the proper Overvoltage Installation Category 
     to measure between the two lines and read the TRUE R.M.S. voltage 
     directly.

Using table D2 and CTI 1, what is the creepage distance between two circuits
   with in-phase voltage. CKT1 has working voltage 150Vrms and CKT2 has working 
   voltage 450Vrms. What would the creepage distance be if the two circuits 
   were 180 deg out of phase?
