Kevin, Can you assume the signal being measured is vertically polarized, or that the desired signal needs to be vertical for the application? If so, I would suggest you build discone antennas and calibrate them for the two bands. The antennas should be relatively small, have an omnidirectional response to low and high angles of attack (a reason you find them at airports), is simple to build, and a balun would not be required. You might be able to make a single discone cover both bands - they have a very wide frequency response.
