In my company we are able to use non-HAR wire for "internal only" hookup   
applications, even for internal mains circuits.  There is the requirement   
that the wire must be approved for the use by some accredited agency like   
UL, CSA, notified bodies, and so on.  So far, Mil Std wire is   
unacceptable unless it carries dual approval to an accredited agency.   
 And then we use the voltage ratings from UL or CSA.  A good case in   
point is the Mill Style EE wire which Mil Std rates at 1000V and UL rates   
at 300V.  Also you must watch the colors carefully, either use the   
correct colors for phase and neutral or use all black.  We use black for   
everything except the PE harness.

The PE (protective earth) harness still needs the grn/yel (50/50)   
combination.  In the past we used green UL1015 wire with a yellow stripe   
added but found that the vendors used striping paint that washes off with   
mild solvents like alcohol and even a thumbnail is able to scrape it off.   
 In addition, they seldom were able to control the color coverage to   
achieve the 30/70 min/max for the colors.  The end result is that we now   
buy all of our grn/yel wire from Olflex.  If you learn of second source I   
would like to who they are.

Perhaps I am wrong, (and if so please correct me) but I understood that
only power cable/cordage needs to be harmonized. Hookup wire can be
essentially anything providing it meets the application.
