Okay I'll add my 0.028 Euro's (Chris, I think that's the correct value).
I have known in the past of companies setting their own pass/fail
margin. The majority tended to use 2-3dB below whatever limit they were
striving to comply with. Some would accept values closer to the limit if
it was only 1 emission. (These were mostly tested against the European
limits for CE purposes). I have seen a test report 'approved' by the FCC
that had 1 emission on the limit, and was told that any more and they
would have probably rejected it or at the very least asked for another
sample to be assessed.
