I am asuming that since the unit is provided with a NEMA-5- 15P plug (for the ac supply source), we are talking about applicable standards for the North American market. There are UL and CSA Standards for Household and Industrial Battery Chargers. If unit is for ITE/Telecom applications, UL1950 and CSA C22.2 950 will cover the requirements.
1. You cannot have a rating of 110-220 V for a product with a non-detachable power cord, unless you do not intend to provide the attachment plug. If you choose this option of not providing a plug, unit can only be Recognized/Certified as a Component for use in an end-product. To be able to List the product (see item 3 also), you must rate the unit 110 V and provide a Listed cord set with a Nema 125 V plug. Alternatively, you can rate the unit 230 V and provide a Listed cord set with a 250 V Nena plug.
2. Regarding the use of the IEC 320 connector for the 24 Vdc is definitely wrong. There is a clause in all of the above specified standards which states that components shall be suitable for the application. A Recognized/Certified IEC320 connector is AC rated (typically 250 Vac) and its use with a 24 Vdc supply is unacceptable unless the unit is a component within a system and is tested as part of the overall system. In this case, the appliance coupler is only accessible to the serviceman and a prominent marking is provided to specify "24 Vdc".
3. The only way I could see your product being Listed/Certified as a stand-alone equipment for 24 Vdc or 110- 230 V is by complying with the following:
A. For the AC supply connection, get rid of the non- detachable cord. Use an IEC 320 Recognized/Certified/European Approved appliance coupler. This will allow you to ship power cord sets with plugs suitable for the country of destination. For ITE applications, providing a cord set is optional.
B. For the DC supply, provide a Listed/Certified Class 2 power supply (US) or European Approved (according to the applicable European end-product standard). The secondary leads of the power supply will be provided with a non- standard type connector. Your unit will also provide the same type of mating connector.
