Hello Moshe:
You have two issues to deal with:
1) What does the standard say with regard to marking
of an emergency switch? Does the standard require
a marking in a language or in a symbol? This is the
requirement, and you need only comply with the
requirement, not the wishes of the certification
house.
2) If the standard allows a symbol, then you are dealing
with "jawboning" on the part of the certification
house. ("Jawboning" is the act of stating a requirement
as if it is a rule, when, in actuality, it is not a rule.)
If the standard is ambiguous, then you must negotiate
with the certification house to accept a symbol or icon
in place of multiple languages.
I presume the emergency switch is an "emergency off" function.
If this is the case, then there are not too many different
language markings for the word "off."
One way of dealing with multiple languages is to actually
prepare a multi-language label and mock it up on your product.
If you have, for example, 10 or more languages, the marking
will lose its viability because each translation will be lost
among the remaining ones. Such a complex label might very
well convince the certification house that a symbol or icon
will be much better.
(By the way, bury the English and other popular language
markings into the label so that they are not obvious -- put
the obscure languages at the top left. Be sure to use other
alphabets. The certification house cannot take issue with
the order of the languages, but you can show by such a display
that multiple languages will not convey the message as quickly
as a symbol or icon!)
