        It's pretty well understood that service entrance boxes arc over at
about 7 kV or so...  but I never took that to be a spec for the boxes... 
nor have I ever heard of an arc over-spec for any other mains components...
 the limit of performance will be determined by Paschen's curve - arc-over
voltage in air vs spacing...  surface leakage current (to arcing
destruction) would be different for each material and is a function of much
more than just the voltage...
