Arjen: Read the clause again. It actually says "if" before "of electrical grade paper". What they are doing is giving you a baseline against which other materials are judged. If the barrier is paper, it has to be 0.70mm thick. Other materials are judged using various requirements depending on the material, the application, and who is interpreting things.
Some (quite old) equivalence info can be found in CSA's Technical Information Letters (TIL) No. I-3 and I-3A, which list all kinds of materials and the thickness in which they are considered equivalent to 0.30mm of electrical grade paper. Note however that those TIL's assume the application is in transformer or motor windings, so a barrier in the sense of Std. 107.1 may need additional mechanical strength. Also these TIL's are quite old: you should ask your CSA contact if they think the TIL's are still valid (for anything) and are applicable for your 107.1 question. Hope this helps somewhat.
