I have always done this test while the unit is hot. This covers the worst situation of a dielectric breakdown immediately after some failure of the unit. Think about it, after a catastrophic failure of equipment most technicians want to know right away what happened, so they open the unit up and poke around. I've done it myself. Certain dielectric materials would exhibit a lower impedance when hot and could return to passing levels after cooling.
