I don't think EN60204-1 contains this requirement. I have IEC60204-1:1997.
It requires "GREEN-AND-YELLOW" for insulated conductors.
Shape, location, or marking are acceptable methods for identifying a non
insulated PE conductor.

No. Only a protective conductor should be GREEN-AND-YELLOW (i.e. required
for protection against electric shock).
See clause 14.

This is not correct :
when you use color (only) to identify a conductor -
yellow or green cannot be used in combination with another color
light blue cannot be used when light blue is used to identify the
neutral conductor in the circuit
when a green wire or a yellow wire could possibly be confused with a
"GREEN-AND-YELLOW" wire.
If you use BLACK, RED, BLUE, or ORANGE - make sure you read
subclause14.2.4.
Finally, make sure that your wires are identified as indicated in your
documentation.
