IEC 801-4 is now obsolete and has been replaced by IEC 61000-4-4. They are
essentially the same, and most simulators designed to test IAW 801-4 can
also be used with 61000-4-4. 

I can help with specific questions about 61000-4-4, but don't remember
enough about 801-4 to make detailed comparisons.

I'm currently convenor of IEC TC 77B WG11, which is responsible for
61000-4-4 and we plan to start a revision of this document, as well as
61000-4-5, in April. If there are areas of these document that anyone feels
need to be clarified or changed, I'd like to get that information for the
Working Group.  Thanks....
