Hello Leslie, The EN 61000-4-4 (1995) standard says in the endorsement notice: "The text of the International Standard IEC 1000-4-4 (1995) was approved by CENELEC as a European Standard without any modification."
In the foreword to the IEC 1000-4-4 (1995) it says that this standard is based on IEC 801-4 (1988), but the scope of the IEC 1000-4-4 (1995) has been extended to all kinds of electrical and electronic equipment. For this purpose it has bbeen decided to transfer the 801 series of publications to the IEC 1000, part 4 series. It too says: "No technical changes, only editorial amendments have been made with this transfer and reference to IEC 801-4 (1988) or IEC 1000-4-4 is equivalent." As EN 61000-4-4 (1995) is the same as IEC 1000-4-4 (1995) there is no difference between IEC 801-4 (1998) and EN 61000-4-4, in terms of test method, procedures, limit, etc..
