We are talking about two different kinds of radiation. X-rays are of the category called ionizing radiation. They do their damage by stripping electrons off of atoms. Non-ionizing radiation, such as radio waves, do their (known) damage by heating tissue beyond its ability to dissipate the heat. Two different effects.
