One can use what is called a "Ground Resistance tester". These can test the ohmic value of the ground rod connection, ground rod to soil resistively, etc. I have used these years ago (set-up of military communication centers)and they do work! One such company that sells them is: NGI (708-437-6466). Other manufacturers exist - can't place a name on them at this time. You probably could rent one from one of the many rental agencies out there. Good Luck!
