Very nicely described. But as you know, there are many manufacturers there with
TNV-3 circvuits who do not have basic insulation between their TNV-3 and SELV
and must rely on the exception to the requirements (ie earthing of the SELV
circuit, having means for permanent connection to ground in addition to the
earthing conductor in the power supply cord)  and passingthe test of 6.2.1.3 (if
applicable) - refer to Notes under Table 19 of the standard. 

For Class I products to comply for suitability where earthing is not reliable
(and I understand, such places exist worldwide, not only in Denmark), make sure
you meet with double and/or reinforced insulation requirements between primary
to earth and primary to SELV and also with Table 19 (Separration from TNV
Circuits) without the exemption conditions. Is this a fair summary? Do you think
the Class I product must also pass Leakage for Class II equipment? Do you think
there should be a marking to tell an installer product meets Class I but with
added insulation - for example: one square in lieu of the two squares for Class
II equipment? If so, I will bring it up during the next IEC TC 74 meeting.
