Peter, I'm afraid I do not have a copy of EN 60950 as we get all of our products CB certified to IEC 60950 with all listed country differences. This covers EN60950 and all other country ITE standards. IEC 60950 does not have ZB appendix.
However, I believe you are referring to a variation on 1.2.4.1 listed in the Nordic Deviations which states: "In Denmark, certain types of of Class I appliances (see sub-clause 3.2.1) may be provided with a plug not establishing earthing continuity when inserted into Danish socket-outlets." Since we use three pin earthing plugs on all our Class I models, I cannot say what Class I appliances "may" use a non-grounding plug in Denmark.
