Are their any special test equipment requirements in 55103-1 that go beyond
what we are accustomed to using on the Open Area Test Site for radiated
measurements?

No.

The 'standard' EN55022 setup is referenced and dependant on the equipments 
'environment' (rated E1 through to E5), you'll use either the Class B limits at 
10 metres or 30 metres.
One point to note though is that if the largest dimension is less than 1 metre 
then you can apply clause 5.5 of EN55013, which from memory is the absorbing 
clamp method used on the cables (somebody please correct me if i'm wrong!)

 And what is chamber setup criteria given the following
assumptions:   (A) Our fully-lined ferrite chamber measures 3mX3mX7m in
length.  and (B) We use the standard biconcial/log with spectrum analyzer
setup common to Open Area Testing.  Sorry if I have over-generalized my
statement in need of specific criteria, but at this point any information is
better than none.

Having had little or no experience of using a ferrite tiled room I can't
