John, Compliance with CTR 21 assures pan-European compliance of your product with EC Directives concerning Telecommunications Terminal Equipment. Currently, with the TTE/SES Directive 98/13/EC you will need external approval by a Notified Body (like BABT in UK). Expensive! After April 2000 you will be able to self-declare your product against the new RTTE Directive 99/5/EC applying CTR 21.
