Compliance with CTR 21 assures pan-European compliance of your product with EC
Directives concerning Telecommunications Terminal Equipment. Currently, with the
TTE/SES  Directive 98/13/EC you will need external approval by a Notified Body
(like BABT in UK). Expensive!

After April 2000 you will be able to self-declare your product against the new
RTTE Directive 99/5/EC applying CTR 21. For information on RTTE see

http://www.tapc.org.uk/document/RTTE%20OJ%20version.pdf

CTR 21 (see http://www.etsi.org/ata/faq%5Fctr21.htm) is an ETSI document
referring to the Harmonised Standard TBR 21which has to be purchased from ETSI.
ETSI guides EG 201 120 and EG 201 121 advise on the application of TBR 21.

The subject is complex and the above is only a brief approximation! You should
talk with your local telecom approvals Notified Body (or, outside Europe, a lab
with a suitable MRA).
