Mathew, The "Consumer Packaging and Labeling Act" which requires English and French markings for products marketed to consumers is available at http://strategis.ic.gc.ca.
I found this website when I was trying to determine if our products (I.T.E. for commercial use only) needed labeling in English and French. I was happy to find out this Act only applies to consumer goods, so our products are exempt. According to the document "Guide to the Consumer Packaging and Labeling Act and Regulations" (also available at this web site) you can also contact the nearest office of Industry Canada, Fair Business Practices Branch for additional information.
