Jasmine, I believe you are referring to 417-IEC-5172-A, which many refer to as the "Class II" symbol found in the IEC 417 standard. It looks like a square within a square. This symbol is used on "Class II equipment". This term is described in most safety standards such as EN60950. You often see this symbol used on power cubes, drill motors, or other mains powered devices that does not use the protective earth connection (third prong on power plug).
Basically what this symbol means is that the device does not use the protective earth connection as one of the two required levels of protection. The device internally provides two protective levels between all primary wiring and the user/operator. This is usually done through insulators, isolation transformers, plastic cases, etc..
